La coopération intercommunale, un enjeu fondamental de la réforme territoriale de 2014 : le cas du Grand Reims

Abstract : As part of the act III of the decentralization, territorial reform was initiated in 2014 in order to reduce and simplify administrative yarrow become illegible. Therefore, several levels of French territorial network were affected by new changes introduced by the various laws and specifically inter-municipality. In France, intermunicipal cooperation has always represented a fundamental challenge to overcome a specific municipal fragmentation in French territory no fewer than 35 875 municipalities even today. That’s why, several reforms had already contributed during the twentieth century to simplify and strengthen above all functional. It was not until the 1990s that inter-communal cooperation is established around a project with skills that meet two specific objectives, territory planning and economic development. Since the local government reform of 2010 and this last territorial reform, inter-municipal cooperation is in a new dynamic fostering intermunicipalities constitution very large gathering for some more than 100 cities on extremely large areas. The creation of future urban community of Greater Rheims is a typical example by its features. Until today, the Rheims intercommunal met only slight extensions of its perimeter by integrating only a dozen townships essentially comprised in its urban unit (2013). With this new project, this inter-municipality will integrate more than 144 towns over an area exceeding 1400 km² with a territorial diversity including a compact urban area and a rural area extended around it. The objective of this paper is to identify the issues and challenges of the merger of the extension of Rheims Metropole urban community in an inter-communal mega-structure made possible by the new territorial reform.
