Résumé

To evaluate a posteriori in a State Region Planning Contract framework is a new step in France. It suffers from a lack of a precise methodology and a real regulation management. Programmed in the XIIth State/Rhône-Alpes Region Planning Contract, valid from 2000 to 2006, the modernization and electrification of the Saint-Étienne/Firminy train line, allowed to put modern rolling stock into circulation, contributing to propose an efficient alternation for the inhabitants of Saint-Étienne and the Ondaine valley to use their own car. Composed by the electrification of 14.5 kilometres of the French railway network and by the renovation of 6 train stations or railway stops, the operation has been put into service nearly two years ago. This report proposes now the realization of its a posteriori evaluation, and tries to define the methods to use for this work. If a first part will describe the general framework of the project, we'll study then the main results linked to this operation. A last part will tackle a detailed analysis concerning the reach of the project to its initial aims, and will bring a new light on the way to realize an a posteriori evaluation.
Évaluer a posteriori une opération dans le cadre d'un Contrat de Plan État/Région (CPER), est une démarche nouvelle. Elle souffre donc d'un manque de méthodologie précise et d'un réel encadrement règlementaire. Programmée dans le XIIe CPER, couvrant la période 2000-2006, l'opération de modernisation et d'électrification de la ligne Saint-Étienne/Firminy, a permis la mise en circulation d'un matériel roulant moderne, contribuant à proposer aux habitants de Saint-Étienne et de la vallée de l'Ondaine une alternative efficace à la voiture particulière. Composée de l'électrification de 14,5 kilomètres du réseau ferré national et de la rénovation de 6 gares ou haltes ferroviaires, l'opération a été mise en service il y a près de deux ans. Ce rapport propose à présent la réalisation de son évaluation a posteriori, et tente de définir ainsi les méthodes à employer pour ce type de travail. Si une première partie décrira le cadre général du projet, nous verrons ensuite les principaux résultats liés à cette opération. Une dernière partie abordera enfin une analyse détaillée sur l'atteinte du projet à ses objectifs initiaux, et apportera à RFF un nouvel éclairage sur les conditions de réalisation d'une évaluation a posteriori.
