Importance et prise en compte du paysage dans la planification commerciale à l'échelle du SCoT : exemple du SCoT rural du Pays du Ternois

Abstract : Commercial development impacts and affects the landscape. Indeed, as town and country planning, it can be defined as an action applied by regional government and its result, especially in terms of commercial facilities implantation, which implies a modification of people perception of the area. This subject has been debated for decades, particularly the perception of commercial zones at the gateway of the city, owing to an unqualitative architecture, shop signs of which implantation is not controlled and, in rural areas, due to the contrast set with local landscape, often synonymous with identity and heritage. With the example of the rural SCoT du Pays du Ternois, we see that landscaping is one of the main issues in commercial planning. In a break with the commercial urban planning before 2000, the SCoT becomes a planning tool more compatible with commercial development by the coordination of multiple stakeholders and scales, with the other planning documents, and by the inclusion of a Document d’Aménagement Commercial, of which the legal status is still unsettled, and the role perfectible. The latter takes into account the landscape quality, but public policies have to be determined for it to be applied. We can wonder, otherwise, if this document is effective in relation to all angles of landscaping (spatial, social, cultural…) and emerging issues dealing with business evolution and environment.
