En quoi les projets d'aménagement situés en zone humide doivent-ils être intégrateurs des réglementations et des acteurs du domaine de l'eau ? Cas du département de l'Isère

Abstract : Wetlands are very precarious environment that play a critical role in water regulation and remediation with a rich and specific biodiversity. However, over centuries, their bad reputation worth them to be drained or filled in; lead, in France, to the destruction of 67% of these area over the last century. The recent awareness on the need to protect these threatened environments, resulted in the improvement of the law, but also in the multiplication of the tools and actors. Faced with the complexity and the awkwardness of the new approaches, many project ownerships or planners realize their projects by including them at last, or even ignoring them. This late consideration is often a hindrance to the project that, in most case, is quite simply the wetland deletion and the proposal of inappropriate or inadequate compensatory measures. Taking Isère department as an example, this report will therefore concentrate to show what reflex must have, in terms of actors to mobilize and law to follow, those who want to built in wetlands to enable them to stay a part of the project.
