Réhabilitation des installations d'assainissement non collectif : les aspects réglementaires et financiers dans le département du Calvados

Abstract : In the rural environment, the on-site sanitation is the best economically and technically adapted process to drain off and treat domestic waste water when dwellings are not connected to the sewer system. With the Water Act of 1992, municipalities and their associations had to establish a Public Service for Non Collective Waste before December 31, 2005 and carry out a diagnosis of all the existing facilities. Due to a blurred regulatory framework, the upgrading to standards of the noncompliant facilities that were diagnosed has lagged behind. Throughout an analysis of several Public Services for Non Collective Waste located in the department of Calvados and main financial supports that were provided to private individuals, this report features new actions to be implemented in order to make the rehabilitation of the on-site sanitation’s facilities more efficient. A description of those facilities -including the latest suggested- has also been carried out.
