Retour d’expériences sur les Associations Foncières Urbaines et analyse des perspectives des AFU de projet

Abstract : Nowadays land’s thrifty management is inevitable. Furthermore, in some sectors, there are difficulties to enlist land and to balance financially any planning’s operations. Considering all these facts, the principles of a -negotiated, stakeholders and urban projects actors dialogue promoting- town planning appear to be an appropriate answer. Therefore, the AFU (Association Fonciere Urbaine), the french association in charge urban land, is considered as a modern and efficient tool as it could be the key to land enlisting especially in complex cases such as urban renewal or residential densification. Despite these assets, the AFU is not yet the main used tool as it is considered as too difficult to implement. Likely, the AFU is either barely known either misused by most of land planning’s professionals or even by state officials/institutions. This process requires an absolute strictness in its financial management which is probably the main reason of its rare use. A thorough knowledge of the process will allow to generalize its current confidential use and might easy a bigger and bigger land enlisting afterwards.
