L’exigence de synthèse dans la construction complexe du Plan Local d’Urbanisme intercommunal : le cas de la métropole grenobloise

Abstract : This final study memory asks the methods and paradigms used to product intercommunal local town planning based on the Grenoble case, currently under development. This work attempts to identify how the intercommunal scale is apprehended by engineers and technicians. It shows the differences between communal reasoning, can be satisfied with an analytical and specialized approach, and planning over several municipalities which need a synthesis and transversal approach. This memory sets the issue in its epistemological context, based on technical practices, and tries to propose another way out of the engineer dogma. The postulate is that intercommunal level requires synthesis approach and represents a new methodological challenge confronts to organization without pluridisciplinarity. The Grenoble case was chosen because it has many legislative, political and territorial constraints. These constraints allow to reveal the weak points of the current methodology.
