Tarification basse dans les transports collectifs : enjeux, limites et perspectives. L’expérimentation d’un billet à 1 € sur les trains de la Région Languedoc-Roussillon

Abstract : Traffic jams, rising costs of cars, decreasing purchasing power, future major rail projects, many elements tend to a carryforward and an increased use of public transports. The interurban network will have, in particular, a significant role to answer the growing urban sprawl. With this, intermodality is also important since the ways residence-work are less and less carried out by only one and single means of transport. Faced with the changing needs of mobility, price leverage is a key factor to attract many users. Many urban areas understood it and offer very affordable pricing plans in order to reduce the share of the car. But new phenomenon, departmental and regional networks that also apply. This is in particular the challenge which arises to the SNCF compared to the gradual development of a single ticket to one euro in Languedoc-Roussillon. However, these low prices have consequences on the receipts and, indirectly, on public finances. It is then legitimate to wonder whether this model - which draws the prices down and does not make pay the real costs of transport to the users - is sustainable in the long term.
