Évaluation accompagnée à mi-parcours du Programme de Développement Agricole et Rural (PDAR) 2014-2020 de l’Assemblée Permanente des Chambres d’Agriculture (APCA) : Accompagnement de l’évolution des métiers du conseil en Chambres d’Agriculture vers l’Agroécologie et l’Innovation

Abstract : Farming world is contemporarily in a crucial turning point towards more sustainability; facing economic, social and environmental difficulties, French farmers have to adapt and innovate into their systems, often with the help of group interactions. The agricultural adviser in this process has an essential role as facilitator to lead change in a broader and sustainable strategy. That implies in his profession changes both on posture and on skills. France’s Permanent Assembly of Chambers of Agriculture has with his Rural and Agricultural Development Program, the ambition to support agricultural advisers towards economic and environmental performance and innovation. This master thesis is an opportunity to inquire this ambition through the mid-term evaluation of the 2014-2020 program. If needs representations appears to be shared between all relevant stakeholders within the network of the Chambers of agriculture, the implementation of the actions to answer to these needs is partly successful. A more cross-functional inclusion of this subject within the program is needed as well as the involvement of accommodate resources to achieve this ambition.
