Le Brexit et ses conséquences pour l'industrie pharmaceutique

Abstract : Brexit had been voted in 23th June 2016. So, United Kingdom leaves Europe. What is the impact for the pharmaceutical companies ? United Kingdomis a leader in Life Science in Europe. When it leaves, it will loose the EU RD funding and then, the quality of scientific research will be deteriorated. The border control will limitate the scientific collaboration too. Moreover, Europe will loose the quality of the expertise of the UK agency in the evaluation of the Marketing Authorization and will loose the ability to coordinate the european procedures. Its influence in the building of the regulatory framework will be heavily reduced. The european regulation should not be applied in the country (patent application, clinical trial regulation, orphan drugs, community procedure, Good Manufacturing Practice…) which will isolate United Kingdom from the harmonisation of the european regulation. Furthermore, the access to the single market will be strongly limited and the access to the international market should be negociated again country by country. These changes will create extra cost (national MA, national patent, customs duties…) for the pharmaceutical companies and the priority of the british market will be turned back. This situation threats the availbility of the drugs for all the patients. In order to limit these negative consequencies, the negociations about the modalities of the divorce must lie on 4 priorities: access to EU R&D funding, maintain free trade with the UE, participating in the european regulatory process, access to the best talents. The adopted model will be inspired by either the norvegian model, either the swiss model, either the canadian model, either the World Trade Organization model. The scenario chosen must respond to these various requirements in order to maintain the leader position of the UK inside the european ecosystem and secure the economic growth of the country.
