Métropole de Lyon : quelles évolutions pour la participation citoyenne ?

Abstract : This work proposes to question the evolution of citizen participation policy in the context of the creation of the Metropolis of Lyon. Through a first part to contextualize the emergence of metropolises around the phenomenon of globalization and the emergence of national institutional systems, we will try to understand to what extent this new form of community can lead to reexamine participation in political the development and implementation of public policies. In our second part, we will try, through the study of the functioning of the new community and the place of citizen participation in the metropolitan organization, questioning the levers and barriers that can represent this new institution in reformulating policies of citizen participation. Our final section uses the prism of the Development Council of the Metropolis of Lyon, to see how its transition to a metropolitan dimension brings to rethink its traditional modes of operation. To illustrate this, we will focus on the participatory approach of « Grand rendez vous de la Métropole" being conducted by the Council. This will be set against the ambitions of this approach, which comes to symbolize the new ambitions of the Council but also by its territorial dimension the metropolitan project with the realities that have been observed.
