Le commerce dans les villes moyennes : entre déclin et renouveau, quels leviers pour engager une revitalisation commerciale ?

Abstract : This master's thesis is divided into three main parts. It begins with a presentation of the theme of trade in medium-sized cities. The choice to focus in the first part on this category of city is explained by the fact that several commercial problems are specific to the medium cities. For example, the increase in the commercial vacancy rate is much higher in medium- sized cities than in metropolitan areas. The picture of the commercial reality of medium-sized cities and the changes that are at work in the area of local shops, reveals a contrasting situation. While the number of medium-sized cities is affected by the number of commercial centers, there is also evidence of dynamics in the commercial revitalization of city centers. Having realized my year of alternation in the department of urban development and development of the city of Chambéry, I chose to give a central place to the shops of Chambéry. Thus, the second part of the master’s thesis focuses on the analysis of the commercial structure of Chambéry and, in particular, its two main commercial centers of proximity, namely the city center and the Hauts-de-Haut district. -Chambéry. The diagnosis highlights lessons learned about the diversity of the Chamber's commercial landscape as well as the causes of the commercial vacancy. They are diverse and vary from one sector to another. However, it can be said that the competition from the peripheral trade hubs is one of the main factors that explains the weakening of many local chambers. This work ends with the presentation of several levers that can be mobilized in order to stimulate a commercial revitalization of downtown Chambéry. These recommendations are part of the logical continuation of the diagnosis. It is not an exhaustive list covering all the possible solutions in order to work for the commercial revitalization of Chambéry. It should also be borne in mind that these possible actions must be integrated into cross-cutting projects that are not limited to a single commercial dimension.
