Le transfert de la compétence Plan Local d’Urbanisme à l’intercommunalité : le cas de la Communauté de Communes du Pays des Abers

Abstract : Lifestyles are evolving: the commute to and from work is increasing, children are not necessarily enrolled in their municipalities of residence, and leisure activities are carried out at the living area. In such context, it is appropriate to do city planning at a wider scale than at the municipality level. This is interesting in order to answer to these new territorial practices. The interurban Local Town Plan has been promoted to the public intermunicipality cooperation establishements following the Grenelle 2 law on national commitment for the environment. Until 2014 and the ALUR law the intercommunal dynamics was not develop on the French territory. At the end of the year 2015, the Pays des Abers municipalities community decided to launch an interurban Local Town Plan. This work of the end of studies aims to analyse the delegation of the expertise ‘Local Town Plan’ to the intercommunal structure as well as the elaboration of its urban planning document. It is essential to understand the consequences of this change of scale on project governance, methodology used and exercise of competence.
