Le paysage dans le Schéma de Cohérence Territoriale (SCoT), une thématique biaisée mise en perspective par l'évaluation environnementale

Abstract : The territorial coherence programme (french SCoT) is an urbanism document summarising all aspects related to land management law, including landscape. The compulsory environmental assessment process, whose objective is to assess the actual feasibility of the said document over time, aims to ensure that landscape is taken into account within the SCoT. A case study on three different contexts reveals that the notion of landscape does not support the definition of clear indicators. As such, the environmental evaluation struggles to sustain its objectives. However, landscape implies adopting a two-fold approach, both material and sensitive, as well as cooperation among various stakeholders at various levels. The lack of inclusion of a sensitive landscape approach within SCoT hampers the social legitimacy landscape related issues need to gain regarding local populations. This is due to the fact that insufficient concern is given over the socio-political aspects of a given project. The landscaper who is involved in the development of urbanism documents needs to act as a mediator, and go beyond his/her sole technical expertise on physical landscape to provide impact on the larger evolution dynamics of a given territory. Being at the centre of society-related and political issues, s/he ensures a relevant link to landscape is made between stakeholders, in order to engage their interest in a comprehensive territorial project, inclusive of the two-fold approach of landscape. Privileging such an approach when developing SCoT would allow environmental assessments to fulfil their goals.
