La place de Hong Kong dans l’initiative chinoise des « Nouvelles routes de la soie »

Abstract : Since its handover to mainland China in 1997, Hong Kong has been able to benefit from its unique system to establish itself as a platform between China and the rest of the world. The Special Administrative Region now intends to renew this role as part of President Xi Jinping's “Belt and Road Initiative”. If Hong Kong was, at the time of China's opening in the 1980s, a key driver of the mainland economic growth, we can now observe a reversal of the economic balance of power to the advantage of China, thus implying a growing political influence of the latter in Hong Kong. This study analyses the economic, and to a lesser extent, political implications of Hong Kong's participation in the “Belt and Road initiative”, public institutions and mechanisms created for this purpose, as well as the involvement of private actors. In the light of Emmanuel Macron's visit to China in January 2018 and Carrie Lam's official visit to France five months later, some examples related to French economic diplomacy will provide an opportunity for more ample reflection.
