Résumé

The risk of flooding is the first major risk on French territory due to the economic and human damage caused each year. In this context, issues of crisis prevention and management have been widely studied by research and territorial policies. The issue of post-disaster reconstruction was less studied.The purpose of this study is therefore to contribute to this field of research through a sociological and landscape analysis. For that, a sociological survey campaign was carried out with inhabitants affected by a flood in 2014 in the south eastern of France. The analysis has been carried out in a "medium-term" temporality, i.e. 5 years after the disaster, in order to do a feed back on the processes that led to the success or failure of the reconstruction, and in general terms how the territory and its inhabitants have recovered after the flood. The final objective is to learn from these interviews and share them with other municipalities at risk of flooding. Finally, a "landscape atlas" has made it possible to characterize the current reconstructed landscapes through photographic comparisons between 2014 and 2019. This work has led to the development of three typologies: Landscapes of oblivion, Scarred landscapes and Disfigured landscapes.
Le risque d’inondation est le premier risque majeur sur le territoire français du fait des dommages économiques et humains qu’il engendre chaque année. Dans ce contexte les questions de prévention et de gestion de crise ont été largement investies par la recherche et les politiques territoriales. La question de la reconstruction post-catastrophe a quant à elle était moins étudiée. La présente étude a donc pour vocation d’alimenter ce champ de recherche grâce une analyse sociologique et paysagère. Pour cela une campagne d’enquêtes sociologiques a été réalisée auprès d’habitants sinistrées par une crue en 2014 dans le département du Var (France). L’analyse se place dans une temporalité « à moyen terme », c’est-à-dire 5 ans après la catastrophe, afin de prendre du recul sur les processus qui ont conduit au succès ou à l’échec de la reconstruction, et plus généralement de quelles manières le territoire et ses habitants se sont relevés après la crue. L’objectif final est de tirer des enseignements de ces entretiens et de les partager avec d’autres communes exposées au risque d’inondation. Enfin, un atlas des paysages, a permis de caractériser les paysages reconstruits actuels grâce à un travail de comparaisons photographiques entre 2014 et 2019. Ce travail a abouti à l’élaboration de trois typologies: Les paysages de l’oubli, Les paysages cicatrices et les paysages défigurés.
