Perceptions des freins à la mise en œuvre de la compensation écologique

Abstract : The biodiversity condition is alarming while development projects pressure is rising inexorably. France considers this issue with the “avoid, mitigate, compensate” sequence. Awareness is raising on offsetting biodiversity; whose use is controversial. In order to improve its implementation, its drags have to be identified. We identified drags about laws, scientific basis and operativity thanks to 18 interviews of offsetting players (engineering consultants, developers, environmental engineering companies, farmers, environmental associations, scientists). Besides of the difficulty to understand it, the law is deficient. Indeed, its scope is limited to ordinary biodiversity and developers don’t respect the sequence. Current sciences and technics don’t match with goals defined for the offset policy. Numerous studies and experiments showed that. The offset implementation is not operative. There is a lack of rigorous and operative methods to size the offsets. Developers’ access to the lands is hard because of the lack of appropriate legal tools and the conflicts with the affected farmers who are not consulted enough. The cumbersome administrative procedures, the lack of financial resources and the different ecological awareness of the players are also dragging the biodiversity offset. The drags analysis points drivers that can be used by the rulers, the scientists and the practitioners.
