Évaluation des MAEC dans le Grand-Est

Abstract : In the context high disturbance linked to agricultural activities in Europe (pollution, soil erosion and loss of biodiversity), the Common Agricultural Policy (CAP) has been integrating an environmental dimension since 1992, through the provision of agri-environment aids. Agroenvironmental and Climatic Measures (AECM) are part of the 2014-2020 programming. The adaptation of the AECM to territories in which they are set up is however uncertain regarding both design and management. In this study, an evaluation of the adaptation of the device at the scale of the Great East region was led. An analysis of quantitative data from the software of instruction of the AECM and semi-directive interviews with the actors of the territory were carried out. Through this work, the proposal of potential improvements for the future reform of the CAP emerges. The results reveal that the design of the AECP and AECM as well as the management of the AECM is heterogeneous on the territory. The plurality of points of view implies the subjectivity of the notion of "adaptation of measures". The establishment of the MAEC in the Great East does not always balance environmental issues and agricultural context. In addition, the plurality of actors leads to a complex and dense network of interactions. The proposals for improvements are partly linked to an easier communication between the actors. The lack of efficiency related to the complexity of the AECM was highlighted in this study. A simplification seems necessary, while maintaining a stability of the device in order to keep and improve its understanding and its application. More generally, rethinking agri-environmental aid as a whole would make it more attractive, provided that the budget allocated to the AECM following the CAP reform is sufficient.
