Les plans de Prévention des Risques Naturels Prévisibles dans les projets d’aménagement : contraintes ou opportunités ?

Abstract : In response to the attractiveness of land in flood-risk areas, and despite natural disasters, urbanisation doesn’t stop its way forward due to touristic and economic growth, often located in coastal areas or in city centres, near streams. In that perspective, the lawmaker oversees construction projects by implementing PPRNP. The issue now is to be able to create new ways of urban layout, taking into account the flood risks, and be able to create more resilient territories. It is essential not to perceive risk and regulation as a constraint but as an asset. Our work based on empirical analysis shows how the “integrated” resilience goal in PPRNP is influenced by a very framed zonal and regulatory logic, transcribed with contradictions in LUPs and urbanism authorisations and brings to new ways in urban layouts in response to flood and marine submersion risks, marked by over elevation and hydraulic transparency, or innovation.
