L’immobilier tertiaire du Grand Lyon : une offre durable ? Confrontation des logiques de marché de l’immobilier tertiaire aux principes de développement durable dans les grands projets métropolitains et dans l’écoquartier Confluence

Abstract : Our study is focused on the territory of the Grand Lyon and more particularly on the major urban projects targeted for territorial economic development. We study the mechanism of the production of tertiary real estate in the context of the sustainable city through the example of Confluence. On the one hand, the project conveys the image of a mixed eco-district through the functions present (shops, offices, housing, public facilities) and through the types of housing that allow for a social balance (accessible housing). It claims to be easy to live in, designed for its inhabitants and respectful of the environment. On the other hand, Confluence has the image of a district included in the economic development strategy of the Lyon metropolis, focused on innovation and tertiary activities. The urban project as conceived by the metropolis raises a paradox, since it involves creating an eco-district (thus socially and ecologically balanced) while at the same time being part of the competitive economic logic of the market. This ambivalence raises questions: can we really create a virtuous, exemplary, and ecological district while remaining anchored in a logic of metropolization, based on attractiveness and the search for investors ? Is it possible to control the production of a virtuous urban space such as Confluence within a logic of competitive real estate markets and growing attractiveness ? What are the ways to reconcile the logic of the commercial real estate market with the principles of sustainable development ? Throughout our dissertation, we will confront the logics of the tertiary real estate with the logics of sustainable urban development in order to determine the degree of integration and conservation of sustainability in the strategies and interventions of the actors of the sector. Moreover, it will be a question of contrasting the strategy of territorial economic development of the Grand Lyon with the principles of sustainability and thus to determine the role of the public power in the anchoring of the private actors of the commercial real estate to sustainable development.
