La Direction de la défense passive en France (1938-1951)

Abstract : The research paper focuses on the so-called "passive defence" policy, whose purpose was to protect civilian populations against bombing raids, at the turn of the Second World War. By painting the portait of the Department of the French administration, established within the Ministry of National Defence in the 1930s. then tranferred to the Ministry of the Interior under pressure from occupying forces, the aim of this dissertation is to study the impact of the conflict on the definition of the concept of civil protection, which replaced civil defence as an established structure in 1951. The history of this administration not only provides us with an opportunity to study the capacity for negociation and resistance of the French bureaucracy before and during the conflict, it also constitutes a first milestone, during the Cold war years, in the history of civil protection.
