Municipal Employees and Personnel Policies: A Comparison of Seven Countries

Based on data collected in the Fiscal Austerity and Urban Innovation (FAUI) Project, this contribution, by describing and comparing seven countries (Denmark, US, Finland, France, UK, Norway and Sweden), answers three main questions: Who are the municipal employees and and how did their numbers evolve during the last years? What types of influence do municipal employees exert individually and collectively on local public policies? Which personnel policies were adopted by municipalities in the 1980s, and under which conditions were they prusued?
