La santé des Roms en France : entre besoins humanitaires et responsabilité des institutions

Abstract : This research paper studies the migrant Roma population living in France in precarious living conditions and originating from Romania and Bulgaria and how their humanitarian needs in the health area are handled. The Roma's standards of living and their overall health are largely below French standards. An emergency response is necessary and needs to deal with all health factors. The first actors with a responsibility to react are state actors, from the local level to the European level. Yet, their positioning is ambiguous and despite the possibilities to react, most actors are disengaging or even contributing to the exclusion of Roma people dynamic. Facing a long lasting situation, humanitarian and social help actors are committed to favor their access to care. We will study this commitment and its limits regarding the institutional context.
