Mise en œuvre d’un outil SIG et d’un processus d’analyse multicritère semi-automatisé pour l’aménagement du territoire : application dans le cadre de la révision du SCoT des Vosges Centrales

Abstract : The present study has exactly for objective to propose an IT tool allowing to lead and to guide the elected representatives of the Land development plan (SCOT) during the elaboration of the document. To support our reasoning, we describe at first the principles of the SCOTs governance as well as the inherent difficulties in decision-making. We are considering then the possible solutions by basing our research on the integration GIS-MCA (Geographical Information system – multi-criteria analysis) in a system able to account the spatial data and the political wills specific to the SCOT. We implement finally a decision-support module inside the free and open-source GIS Qgis and apply it to the planning issues of the business parks of « SCOT des Vosges Centrales ».
