Tout sauf les armes ? La question des droits humains dans les relations entre l'Union Européenne et le Cambodge

Abstract : Following multiple human rights violations in contemporary post-genocide Cambodia, the European Union partially withdrew from the “Everything But Arms” trade agreement in February 2020. With this decision, the EU appears to be taking a lead in promoting and defending human rights in its external action. In the discourses it deploys to qualify its international positioning, but also through a series of policies, the EU thus presents itself as a major power on the normative level. Does this make it a “normative power” in Cambodia?
