Les obstacles au développement du secteur de la microfinance en pays industrialisé : le cas de PlaNet Finance en Israël

Abstract : PlaNet Finance Israel (PFI), is an Israeli association, linked to a French NGO which itself is part of a worldwide Group. Thus has PFI a particular role: its mandate is national since it's focused on Israel, but its culture and network goes beyond the borders that delimitate its scope of action. PFI's mandate - to develop microfinance as a tool to tackle poverty and financial exclusion in Israel, is the result of three realities: the actual needs of he beneficiaries, PFI's know-how, and its financial resources. On top of that are the cultural, legal, political and religious peculiarities of the Israeli society. Because of its towering point of view on the sector, and due to the wide variety of activity it implements, PFI gives us an overview of the difficulties that most of the - actual or future microfinance actors are experiencing in this country. Eventually, if the microfinance sector is relatively small in Israel, the needs are far from covered; and the potential for the sector is genuine.
