La diplomatie coopérante, expression de la superpuissance civile européenne à l'international

Abstract : Taking into account the growing European diplomacy through the numerous tools linking the EU to its international environment, the present study aims to assess how the European development aid may represent a genuine diplomatic tool to the Union as a soft power, i.e. whether it could be an efficient tool for the EU to influence its international environment even deprived of a traditional military force. Firstly, the study shows the importance given to the cooperation among the EU's external policy tools, then it explores how its functioning is strictly conditioned by the CFSP's goals defined by member states. Finally, considering the activities of the delegation of the European Commission in Egypt, the study suggests that although its effects seem to be uncertain, cooperation still remains a promising diplomatic tool which could particularly suit the context of globalization ; this to the condition that it focuses more on the very goal of development : the fight against poverty.
