Abstract : Increasingly dense, the Communes have only seldom the occasion to develop. The release of land, consisted military sites made useless by the Ministry for Defense is the advisability of making it possible the Communes to renew their urban fabric and to give again a territorial dynamism. The Research center of the Health services is a military site with the Mug. It F released by the Ministry for Defense in July 2014. The release of this land of more than 2,8 hectares is an important opportunity for the commune, but also for other services of the State: the University and Crous. Because of its position exchange and strategic, the renewal of this district will allow redynamiser the somewhat segmented urban fabric. Because the urban renewal is not simple to realize. It is necessary to succeed in establishing the link between what exists and the objectives which one set. Functional Co-education seems to be the adequate tool, since it is generating territorial and social connections.
