Comment renforcer la place des paysagistes dans la commande publique française ?

Abstract : Mostly dependent on orders placed by local authorities (municipalities, inter-communal bodies, departmental councils) and the State, French landscape architects are currently going trough distressful times. Economic crisis, reduction of state endowments, dependence on the electoral agenda, contribute to weaken public procurement. In addition, landscape architects suffer from a lack of recognition on the part of public authorities. Indeed, those professionals are still too rarely solicited for territorial studies or projects, very often at the expense of the quality of the environment. As a result, is it an important challenge for the profession, as for the quality of our living environment, to strengthen its role in public procurement. In the first part, we will give a definition of the notion of landscape public procurement. The method used to analyse it will be explained in the second part. The results of this analysis will follow. Finally, we will propose some policy orientations and guidelines to help landscape architects occupy a more prominent position in public procurement.
