L’état de santé psychique et le handicap des enfants confiés à l’Aide sociale à l’enfance des Bouches du Rhône

Abstract : Introduction: In France, 161 700 children were entrusted to the Child Welfare Services (CWS) (Aide Sociale à l’Enfance – ASE) at the end of 2014. The health of the children entrusted to the CWS is a recurring subject of questions especially concerning the state of psychic health and the disability of these children, whose management is not optimal despite the many recommendations on this subject. Aim: To describe the foster children’s psychic health and disability in Bouches-du-Rhône (BDR) department. Methods: ESSPER-ASE 13 studied the Somatic and Psychic Health of Children entrusted to the CWS of the BDR department. It is a descriptive cross-sectional survey carried out from April 2013 to April 2014 which included 1 092 children placed in Foster Homes or in the custody of Child Care Assistants. This survey explored the somatic and mental health of the children and their medical follow-up characteristic. In this article, we focused on the foster children’s psychic health and disability. Results: Psychiatric disorders involved 22% of children in care. They were dominated by anxiety disorders (44%), behavioral disorders (44%), and attention deficit hyperactivity disorders ADHD (16%). 20% of children received MDPH notification. The two main types of disability found were psychological development disorders (61%) and emotional disorders (20%). Conclusion: The over representation of severe psychiatric diseases and disabilities among children in the care of CWS calls for enhanced diagnosis and optimization of care.
