Coordination horizontale et coordination verticale peuvent-elles favoriser la production de services environnementaux à l'échelle des exploitations agricoles ? Revue de littérature et résultats préliminaires appliqués à la certification HVE

Abstract : The European green deal set goals to reduce by 2030 pesticides use by 30% and fertilizers use by 20%. It is within this context that we wish to assess the impact of coordination on the production of environmental services at farm level. We conducted a literature review and studied more specifically the case of the French Environmental High Value (EHV) certification. The literature review points out that public authority (through AECM - Agri-Environment-Climate Measure) and supply chains (through differentiation strategies based on environmental certification) have developed contracts with farmers in order to promote the production of environmental services. The study of these environmental contracts has shown that horizontal coordination encourages spatial continuity of environmentally friendly practices and increases farmer participation. Vertical coordination appears as a complementary instrument to traditional public policy instruments to foster the production of environmental services. The first results of our analysis focus on HVE certification applied to crop sector. It shows that determinants of the adoption of EHV certification are (1) prior involvement within an environmental certification, (2) crop diversity, (3) farm size and the relational proximity of the farmer with his cooperative.
