Évaluation du dispositif de surveillance du Huanglongbing (HLB) à la Réunion par la méthode OASIS et accompagnement des acteurs locaux dans l’amélioration de la surveillance

Abstract : Reunion Island has been suffering a re-emergence of Huanglongbing (HLB) for the last 10 years after successfully controlling this deadly citrus disease in the 1970s/1980s. HLB is caused by bacteria of the genus Candidatus Liberibacter and is transmitted by psyllids (all considered as regulated pests). To limit the spread of HLB an epidemiological surveillance network was set up on the island in 2015. This surveillance is the result of interaction between a few key stakeholders from various authorities: DAAF (manager), FDGDON (plant and animal health-related organisation and approved laboratory), ANSES (reference laboratory), CIRAD (research) and professionals. This tension in human resources and the important organisational freedom specific to surveillance in the French overseas territories make this network a relevant object of study. The assessment of the surveillance network is critical. The OASIS semi-quantitative evaluation method, developed by the ANSES in 2010, was applied to this system. Thirty semi-structured interviews and numerous meetings were used to characterise the effectiveness of the surveillance system and assess its performance, including the formalisation of objectives and the use of data collected. This evaluation process (collection, measurement, and assessment) made it possible to identify areas of weakness and provide recommendations to improve the surveillance and epidemiological risk management of the disease.
