Quelle prise en compte de la qualité des sols par les acteurs privés de l’aménagement opérationnel ?

Abstract : Soils play an essential role in the functioning of ecosystems. Depending on their characteristics, they can perform various functions with varying degrees of efficiency: production of plant biomass (agriculture, forest, etc.), support for biodiversity, infiltration and filtration of rainwater, regulation of the heat island urban ... Soils are subjected to various anthropogenic pressures which can influence their condition, their functions and the exchanges they carry out with other environments. They can degrade very quickly as a result of human activities. The consumption of this non-renewable resource, through accelerated artificialization and / or waterproofing, calls into question the question of its quality. In France, soil management is addressed in many national policies, but we note that in land use planning there is no legislation such as that of “the law of biodiversity” which takes into account in an integrated manner systematic soil quality. It is with a view to increased research into taking into account the quality of soils that several projects have emerged. This is the example of the Muse project for the consideration of soil quality by public planning actors. This is also the case with the SOILval project currently underway, which aims to take stock of the consideration of soil quality by French and Walloon players in regional planning. The latter is the project that allows us, through its studies, surveys and interviews, to examine the consideration of soil quality by French private stakeholders in regional planning. To this end, it was essential to assess this notion, not only in terms of existing laws and regulations in relation to it, but also in terms of operational practices by the various actors. In other words, the study focused on the methods, techniques and tools used by planners to preserve the soil, the brakes as well as the various solutions for their better consideration in operational planning.
