Mise en oeuvre et pilotage de projets urbains transitoires : étude des freins potentiels

Abstract : While the transitional occupation of Grands Voisins closed its doors in Paris in 2020 to give way to a sustainable project, it is interesting to focus on these experimentations increasingly present in urban landscape. The approach is based upon soft transitioning from what sites used to be to what they will become as well as a growing participation from civil society in urban design. The mediatization of some successful projects fuels the enthusiasm of users and, recently, elected officials. Nevertheless, the implementation of these experimental and temporary methods generates many questions for professionals. The disparity of awareness and the constrained framework of land use planning can slow down a process requiring agility and rapid action. Therefore, how to get started with transitory urbanism? What levers to operate? How to convince and mobilize? Are there regulatory mechanisms and are they sufficient? What financial means can be mobilized? This work, far from stating a “readymade” method, proposes, based on valuable feedbacks, ways for each actor of landing development can act in favor of the democratization of these innovative projects.
