Conséquences économiques du changement de politique de fleurissement sur le coût des productions florales de la ville d'Angers

Abstract : The town of Angers like most of the French cities has to change its flower-planting policy according to several factors which are the causes of this change like the context of the French economy or the awareness of environmental problems. These modifications have been materialized by a decline in planting of annual or biennial plants and by an increasingly use of perennials in flower beds. This decrease in the use of seasonal flowers has knock-on effect on the production cost for the town. It also raises the question about the integration of new growing. Indeed, the whole of the flowers necessary to embellish the town of Angers are grown in public facilities. Consequently, the calculation of the production costs and the calculation of the cost of return are necessary to evaluate the profitability of the growing of seasonal plants. It also enables to estimate the feasibility of producing perennials. Production costs prove that it's preferable to grow annual and biennial in public greenhouse instead of buying them from private companies. Moreover, they also reveal many alternatives which are more profitable than totally internalized growing. In this case, a part of the growing is carried out by private growers. On the other hand, the decrease in the quantity of the plants to grow frees enough time to think about growing perennial in public greenhouse. The setting up of this growing is feasible but it imposes to settle a specific organization that breeds some costs of return greater than private companies 'ones. However, some alternatives from whole growing in public facilities exist and enable to grow perennial with nearly the same cost price than in private companies. Production costs are not the only elements of the plant value. So, a comparison between public and private greenhouses includes other parameter like environmental or societal based factors.
