UNHCR in Hong Kong : the local NGOs' friend or foe?

Abstract

Considering the UNHCR's presence in Hong Kong and the peculiar political and social characteristics of this territory, the issue of the relationship between UNHCR and local NGOs in Hong Kong will be under scrutiny in this thesis. Our research questions are: do organizations compete or cooperate, and how has their mutual relationship evolved through time? What kind of linkages and constraints imposed by the local government prevail in implementing the organization's mandate and in enforcing refugees' human rights? Is the refugee situation in Hong Kong common to 13 other UNHCR operation fields, or very peculiar? To answer those questions, an analysis of the observations of the situation will be carried out, following a presentation of the local context to better understand its particularities, and combined with relevant theoretical inputs. Such analysis will allow us to stand back in a bid to get a more global perspective, and to draw comparisons with other situations the UNHCR can face. Going further into the question, this study can be an opportunity to examine.
