Logement social et restructuration urbaine : comment maximiser l'impact du logement social dans les métropoles sud africaines ?

Abstract : Social housing is a novel and rapidly growing sector in South Africa. This dissertation evokes how social housing has been put on the political agenda in the 2000s, and especially thanks to the lobbying of the SHIs. It also gives an analysis of the content of the social housing policy, and argues that it could be better implemented. This is illustrated by a research on the spending of the RCG subsidy. The results show a lack of driving involvement of local authorities, notably in terms of land release, which constitutes a major stumbling block. Finally, despite an institutional and financial environment that needs to be consolidated, social housing appears to be an efficient tool for urban restructuring, especially when it is the driver of an urban regeneration initiative.
