Les Agences Régionales de Santé (ARS)ou l'action publique recomposée, quelles avancées pour le premier recours ? Regards à travers l'expérience au sein de l'ARS Rhône-Alpes

Abstract : The Regional Health Agencies were created July 21, 2009 by the HPST law - Hospital, Patients, Health and Territories. They become single regional instances of strategic management of health policy, totally or partially absorbing a whole range of institutions. It is the passage of the Regional Hospitalization Agencies to Regional Health Agencies, in a logic of transversality of health policy and opening up of health'actors and sectors. Hospital, primary care, medico-social, prevention and health watch are grouped into the RHA. Facing the "polarization" of the historie French health system that exists between the hospital and primary care-at the root of difficulties in managing the health system -, the consolidation of a range of proximity care is essential to ensure the efficiency of the system. It is the keystone, both upstream and downstream of the activity of health institutions and facilities for the elderly or disabled. Among the levers available to new RHA to complete their mission, the "Support Platforms for Health Professionals" intend to simplify the system and make it more readable for professionals, in order to encourage them to organize themselves to transform it.
