La participation : un enjeu clé pour la gestion concertée de l'eau

Abstract : The legacy character of water and the general interest significance of its management, are integrated into the French and European legislation, which tends towards a common resource management. The devices put in place to meet this requirement, have an extremely heterogeneous approach to participation. However, it has emerged in some cases local initiatives, implementing a true localized and collaborative water governance. Insofar as the issues around this resource are likely to intensify and that the objectives in terms of quality can be long to achieve, the issue of maintaining participation in the long term is critical. Pénerf watershed (Morbihan, France), has the distinction of being the subject of a collaborative process, initiated following a strong conflict between oyster farmers and farmers about water quality. 10 years after its establishment, the device is facing a slowdown in the mobilisation of stakeholders. The evaluation of this participatory approach, has allowed us to draw elements to study participation, through the qualification of the device, the study of its operating and of the interactions between the stakeholders and the definition of the operator and actors expectations. We deduced recommendations and food for thought, about how to adapt the device to allow it to maintain the investment in time. These are about its reorganisation, the modification of its working and the mobilisation of new participants.
