Partenariat à l'AFD : une logique brouillée par le statut de bailleur

Abstract : The missions of France's development agency - Agence française de développement (AFD) - changed substantially when French cooperation was reformed in 1998. The agency became the "pivotal actor" of French development aid and grew strongly in terms of financial operations, of personnel and of breadth of its range of interventions. This change is part of the broader frame of research on New Public Management (NPM), an expression forged in the 1980s to describe an intellectual movement and principles aimed at applying private-sector management practices to the public sector. For the AFD, this translated into a broader range of powers: during the 2000s, the state regularly transferred parts of its authority to the agency, and some practices recommended by NPM, such as outsourcing, assessment and development of partnerships, were integrated into its operations. This dissertation examines the AFD's policy of partnerships: its range of applications, its definition, its development, its contradictions and recent changes. It will particularly try to establish how a same type of collaboration - partnerships - can apply to different actors and take different forms. In particular, this body of work describes how the agency's status as a donor and its financial power blurs the relationship between partners, as defined by the agency and its desire to apply it so. This work will examine the impact of the agency's financial power on its different types of partners - particularly depending on their own financial capacity -, on the number and nature of relations that they wish to maintain with the AFD. This dissertation also looks at how the French development agency has tried up until now to define and to organise its policy of partnerships through a set of procedures, so that the said policy appear consistent, and so that the agency's financial contribution to partnerships be directed towards projects that will bring it value.
