Quelles formes urbaines et architecturales dans la rénovation urbaine ? Le quartier de la Monnaie à Romans-sur-Isère

Abstract : The building of large social housing projects in the years 1950-70 definitively marked the French urban and architectural landscape. Associated with the negative image of these massive social housing estate, the inhabitants of these housing accumulated social problems, contributing to an ever greater social stigmatization of these urban areas, despite successive policies aiming at improving the living environment and socioeconomic situation. In 2003, the law of orientation and programming for the city and the urban renovation is establishing the tools for an in depth renewal of these social housing buildings, essentially on the building itself and its urban integration - with the objective of improving the link between these areas and the city, of creating of the social mix in the housing environment and bringing a diversification of the functions. These urban policy aims at changing the image of these social housing areas and to counter the effects of a stigmatizing modern architecture. The La Monnaie area, part of Romans-sur-Isère city, is the subject of an investigation on the urban and architectural forms in the interventions of urban renovation. First local authority of the Region Rhône-Alpes to have signed the convention with the National Agency for the Urban Renovation (ANRU), it presents a first architectural and urban qualitative assesment of the realised actions. In a comparative analysis, three other areas renovated within the framework of the ANRU are presented, Teissiere in Grenoble, Duchère in Lyon and Village 2 in Échirolles. The diversity of these areas gives a perspective on the various urban and architectural answers given to this urban renovation, their relevance and their innovative character.
