L'endettement des établissements publics de santé

Abstract : Hospitals contract long term debt to finance their investments. The global amount of debt increased from €8.9 Billion in 2000 to €29 Billion in 2013. This is to be related to the “Hôpital 2007” and “Hôpital 2012” national plans that aimed to promote investments. The Ministry of Health has deployed the “Observatory of Debt” (ODT) since 2010. The platform details the debt structure of 820 hospitals (87% of the total number). Thus, it highlights that the debt characteristics have changed since the early 2000’s especially with the subscription of structured loans (implying derivatives). Furthermore, the banking industry has been deeply impacted by the financial crisis of 2007 so that the hospitals must cope with difficulties to access credit. The authorities of supervision have no choice but to formulate new financing solutions. Finally, the thesis will focus on the impact of drugs on the financials of the hospitals and on the potential improvement of its management.
