La coopération décentralisée pour le développement, un atout pour les milieux ruraux ? La coopération décentralisée entre le Beaujolais et le district de Kalarach (France - Moldavie)

Abstract : This dissertation deals with rural areas and international development. Within 91 pages, it answers the following question: Can decentralized cooperation for development between rural areas be a synonym for development? In order to answer, three major parts are defined. In the first part, it comes back on the definition of the main topics ; themes such as "rural areas", "development aid" or "decentralized cooperation" are explained. It shows that today, rural spaces are left behind. Most of the time, they are forgotten by development aid and even when they are not, the implemented actions often fail to reach their goals. This is why today, decentralized cooperation for development is said to be one of the main solutions to help these special areas. However, once again, one can see that few rural areas are undertaking such actions. The second part is the study of the collaboration between the Beaujolais, in France, and the Kalarasi district, in Moldova. This collaboration is a decentralized cooperation for development dealing with three main topics: watering system, francophony and culture. If, taken one by one, they seem to be successful and reach their goals, one can see that there is no link between them. Plus, the lack of human and financial resources prevent this collaboration to achieve all its goals. Last but not least, the third part comes back on the results achieved in the second part. Nowadays, this cooperation could become more successful if new links were built. There is more to it: the results demonstrate a real capacity for rural areas to undertake such actions of development. They are not only able to take part, their implication can benefit urban areas and help solve some problems such as growing inequalities. This last part also shows the limits of the actual organisation of decentralized cooperation for development in France.
