Place de l'évaluation médico-économique dans l'accès au marché des médicaments et intérêt dans la prise en charge de l'hépatite C

Abstract : Since the publication of the October 2, 2012 decree related to medical and economic missions of HAS, a medico-economic assessment is required for each listing or relisting to the reimbursement list of health products thenceforth industrial claims a major, important or moderate ASMR and significant impact on Health Insurance expenditures (> 20 million €). Efficiency is now a new criterion on pricing of health products. In order to measure the impact of medico-economic assessment in drugs market access, an analysis was conducted on products evaluated by CEESP. The study showed that prices negotiated between companies and CEPS have been reduced from 4 to 40% compared with initially requested prices. The largest price decreases were focused on new drugs for treatment of hepatitis C because of the significant economic burden despite acceptable levels of ICER. Due to the recent introduction of medico- economic assessment in health products market access, uncertainty concerning his weight compared with other pricing criteria and lack of transparency on net prices after rebates, it remains today difficult to assess the real impact of medico-economic assessment.
