Le rôle de l’échelle locale dans les processus de projet d’agglomération. Réflexion sur le cas du projet urbain du Carré de Soie

Abstract : How can local scale re-examine the strategy of the urban project? The Carré de Soie project places great tension agglomeration issues and local needs, large territory planning and resident’s speech. It emerges as a singular project of Grand Lyon. Not identified as a strategic project of great planning, it is based on logical opportunities. Covering an area of 500 hectares, it is faced with the problem of finding "the small scale in the large one". On an area of industrial wasteland, raises questions of memory locations, upgrading of public space and heritage value. Initiated in 2013, the "second souffle" approach is launched in order to rewrite the project and redefining a course in "rooting" over the territory. Through the analysis of the three major axes of the urban project, namely economic strategy, urban and landscape forms, tangible and intangible heritage, this work highlights the terms and consideration of local levers in the reorientation of the urban project.
