L’action publique face à la « privatisation » de la fabrique urbaine : le cas de la politique de mobilités de l’agglomération lyonnaise

Abstract : This work assumes an under reshaping relationship between public and private sectors in planning policies act in public duties. At the time of Public‐Private Partnerships, «smart city » and collaborative economy, this work aims to question the way(s) public sector actors can still pursue an objective of public interest when they organize the implementation of several public service tasks within urban issues, without implemented themselves. First, this work analyzes how public action seems no longer and not only to be a matter of public actors. And then, it questions both their positioning and their forms of actions. Specifically, this work is a focus on one type of public actor, the metropolitan cities. Highly concerned about the intervention of alternative actors (economic operators, citizens producing organized services, as a community), the mobility policy in Lyon’s urban area is taken as a case study, at the time when this city is facing a special moment: the ongoing review of it’s Urban Transport Plan.
