Comment les territoires ruraux peuvent-ils envisager un développement harmonieux de leur territoire tout en répondant à l'idéologie de la maison individuelle : à travers la commune de Saint-Babel en pointillé

Abstract : Urban development of rural territories is questioned by public authorities through many laws and regulatory decrees which encourage densification, sprawl control, respect of the environment, biodiversity and landscapes, all in a sustainable way. This question invites us to review the development of these rural territories since the end of the XIX’ th century. Trying to preserve public facilities and commerce, they have been growing for many decades in order to adapt to a new population which is mainly interested in constructing their individual houses on spare land rather than refurbishing old buildings that are unable to fulfil their desire of modernity. Questioning this development and proposing an alternative requires a full understanding of the urban spread and its associated choice of individual housing. It also involves understanding the reasons why it is actually questionable. This alternative to rural policies, including environmental respect, leads us to investigate our knowledge of territories. This knowledge must be queried, diagnosed to highlight the territories attributes, potentials and to understand their history, and what makes their identity. In this way, they can be enhanced and serve as guidelines for each of our individual housing projects. This new vision of the territory will have to be transcribed in planning rules, clearly expressed documents which are able to accompany their sustainable development, control their sprawl, and develop their potentials in an optimised and beneficial way. Public authorities will have to become actors and get involved in the project process, in order to initiate a new housing policy which would include attracting private investors or home owners. Rural territories carry the seeds of sustainability…recovering some meaning, leading them will offer a response to the following question : how may rural territories develop in a harmonious way and respond at the same time to the ideology of individual housing?
