La construction d'une métropole au travers de la concertation de ses acteurs : étude de cas le plan local d'urbanisme intercommunal de Grenoble-Alpes Métropole

Abstract : With the emergence of new institutional entities, strategic planning is experiencing a renewed interest. The operational planning, descending, hierarchical, in order to organize the zoning, is step by step leaving room for a broader territorial organization. The young Grenoble metropolis, born in 2015 with the MAPTAM law, must now adress the challenge of being a 49 communes’ territory and including all its stakeholders (civil society, citizens, users, fi rms, etc.). The institution is developing its fi rst Intercommunal Local Urbanism Plan (PLUI), a tool to organize the metropolitan area. Grenoble-Alpes Metropole has set up an innovative discussion system for the PLUI by following a shared planning ideal. Relying on a culture of democratic participation, this essay explores the attempt of « being a metropolis» by using citizen consultation.
