L’EPFL Guadeloupe : nouvel outil au cœur des dynamiques urbanistiques des collectivités

Abstract : Land tenure, a particularly problematic issue in Guadeloupe, has been a constant vector of conflicts over the years. These conflicts were fueled by the image that the inhabitants of the archipelago attributed to this resource and the strategic importance that it undergoes in an island environment. It is in this context that the Institution Public Foncier of Guadeloupe is inserted. This new structure, at the service of local authorities, creates a new actor freshly integrated by the public institutions in 2013. Its mission of land mobilization which is granted to it is of major interest in the framework of an island where land resources are by definition limited and that both public and private actors feel that it is in the interest to preserve this resource for a variety of purposes.
