Les dispositifs de lutte contre l'étalement urbain

Abstract : In the continuity of the law SRU the laws Grenelle II and ALUR have anchored the principles of thrifty management of space and sustainable development in the town planning code. The fight against urban sprawl has become a global and priority issue. Indeed, peri-urbanisation is steering away people from cities and artificializes soils, extends travel times and requires high costs in infrastructures. Nowadays, by various regulatory tools, public and private developers are constrained to preserve agricultural or natural spaces and to increase effectively the density of the cities. These tools are contained in the enforceable documents, particulary in PLU and SCoT. In fact, we have to recognize that many older documents of town planning, which are currently still applied, do not respond to the defined challenges. Nevertheless we experience a slow "grenellisation" of our regulations. The study carried out will try to take stock of various regulatory devices existing to fight against the urban sprawl and to show ways of evolution which will make it possible to increase their effectiveness.
